{"id":4467,"date":"2024-09-03T20:44:04","date_gmt":"2024-09-03T20:44:04","guid":{"rendered":"https:\/\/sbmediaonline.com\/?p=4467"},"modified":"2024-09-03T20:44:05","modified_gmt":"2024-09-03T20:44:05","slug":"speaker-alleges-majoritys-bad-faith-in-recalling-parliament-for-emergency-session","status":"publish","type":"post","link":"https:\/\/sbmediaonline.com\/?p=4467","title":{"rendered":"Speaker Alleges Majority&#8217;s &#8216;Bad Faith&#8217; in Recalling Parliament for Emergency Session&#8221;"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"457\" height=\"424\" src=\"https:\/\/uwordpressmedia.blob.core.windows.net\/uwordpressmedia01\/2024\/09\/WhatsApp-Image-2024-02-10-at-16.25.18-457x424-1.jpeg\" alt=\"\" class=\"wp-image-4468\" srcset=\"https:\/\/uwordpressmedia.blob.core.windows.net\/uwordpressmedia01\/2024\/09\/WhatsApp-Image-2024-02-10-at-16.25.18-457x424-1.jpeg 457w, https:\/\/uwordpressmedia.blob.core.windows.net\/uwordpressmedia01\/2024\/09\/WhatsApp-Image-2024-02-10-at-16.25.18-457x424-1-300x278.jpeg 300w\" sizes=\"auto, (max-width: 457px) 100vw, 457px\" \/><\/figure>\n\n\n\n<p>Speaker of Parliament, Alban Bagbin has criticised the Majority in Parliament for acting in bad faith by recalling the House from its break.<\/p>\n\n\n\n<p>This follows a request by the New Patriotic Party (NPP) MPs to consider several urgent matters, including the approval of loans and taxes.<\/p>\n\n\n\n<p>The recall was initiated by the Majority Leader,&nbsp;<a href=\"https:\/\/www.myjoyonline.com\/majority-leader-requests-an-extraordinary-sitting-after-parliaments-adjournment\/\">Afenyo Markin, who invoked Article 112(3) of the 1992 Constitution<\/a>&nbsp;and Order 53(2) of the Standing Orders of Parliament.<\/p>\n\n\n\n<p>In his address to the House upon its recall, Speaker Bagbin expressed his disappointment, stating that many of the items listed were not urgent.<\/p>\n\n\n\n<figure class=\"wp-block-audio\"><audio controls src=\"https:\/\/uwordpressmedia.blob.core.windows.net\/uwordpressmedia01\/2024\/09\/RECALL-SPEAKER.mp3\"><\/audio><\/figure>\n\n\n\n<p>\u201c\u2026Despite the efforts of the house, some businesses could not be completed and I indicated to the house my no objection to the house being recalled to mid-September under article 1123. To exercise this option immediately a day after this adjournment is, to say the least, unfortunate nad in bad faith,\u201d he said.<\/p>\n\n\n\n<p>However, Mr Bagbin acknowledged that, by law, once Article 112(3) is triggered, he is obligated to summon Parliament.<\/p>\n\n\n\n<p>Article 112(3) of the Constitution states: &#8220;Notwithstanding any other provision of this Article, fifteen percent of Members of Parliament may request a meeting of Parliament, and the Speaker shall, within seven days, after the receipt of the request, summon Parliament.&#8221;<\/p>\n\n\n\n<p>The Speaker also raised concerns about the frequent use of Article 112(3) within a section of Parliament, emphasizing that while the provisions are clear, there needs to be a broader consideration of the context in which they operate.<\/p>\n\n\n\n<p>He suggested that Parliament should legislate to establish preconditions under which this article could be applied.<\/p>\n\n\n\n<p>He cautioned against turning Article 112(3) into a tool to keep Parliament in continuous session, which could prevent MPs from performing other constitutional functions.<\/p>\n\n\n\n<p>A frequent revocation of Article 1123 particularly in a house such as this 8th parliament could pose challenges to the governance of the country.
